How to ensure the longevity and vibrancy of high streets one of the overarching questions at present, increasing residential use is seen as a critical tool in order to revitalise our centres. The government announced in March 2021 much needed changes to permitted development following the wholesale changes to the Use Classes Order. The changes came into effect on 1st August 2021.

This document identifies three useful Permitted Development Right mechanisms that can be used to convert some high street uses into residential use. It provides guidance on what to look out for, what conditions need to be met, and what steps need to be taken in order to secure the change of use.
