Overview

Loxford Park Lodge is a residential development located within a Site of Nature Conservation. Given the sensitivity of its location, we took a more strategic approach to securing permission for a project which involved the demolition of an existing building and the construction of a new four-storey development comprising nine two- and three-bed apartments on this parkland site.

This was our second project with this client, who appointed us based on our track record with the London Borough of Redbridge and our ability to successfully navigate complex planning constraints. We guided them through an extensive pre-application process, ensuring that key planning risks were identified and the right team of experts assembled to provide all the supporting assessments and reports needed to minimise conditions and secure a smooth planning determination.

Challenges Faced

The project required a careful balance between development potential and environmental constraints, with three key challenges:

Site of Nature Conservation Designation

  • The site’s ecological sensitivity meant that any proposal had to demonstrate minimal impact on biodiversity and the surrounding parkland.
  • We engaged an ecologist and a heritage consultant early in the process to assess the site’s suitability for development and ensure compliance with environmental policies. And a landscape architect was instructed to incorporated landscaping into the designs which would connect the development with its surroundings.

Tree Constraints and Highways Issues

  • Several trees existed on the site, so we engaged a specialist to carry out an arboricultural assessment to demonstrate our client’s commitment to protecting the most important trees and to provide reasoning for those which needed removing.
  • A car-free development approach was introduced, to align with local policy priorities and likely make the scheme more acceptable to the planning committee.

Need for a Robust Planning Strategy

  • We knew that the London Borough of Redbridge was more inclined to engage in discussions and negotiations during the planning determination stage if a pre-application had been sought.
  • We therefore used the pre-application process to confirm the principle of the development, design approach, housing mix, and car-free strategy, ensuring the scheme was fully in line with the council’s expectations before planning application submission.

Our Process

Phase 1: Pre-Application Engagement

The pre-application stage was the most critical part of the project, building rapport with the council team who positively met the scheme, full scoping to identify and discuss any potential issues and bringing together the right experts to provide all the evidentiary materials needed.

  • Confirmed development principles. We secured early agreement with planning officers on the acceptability of demolition, the overall scheme and the contemporary architectural designs.
  • Refined design approach. We worked closely with architects TiggColl to ensure the design was well suited to its setting, with a more discrete elevation designed to face towards the street side of the site and a sweeping roof form on the park side with over overlapping curves inspired by the structure of leaves on the trees that surround it. Consideration was also given for the reuse of brickwork from the existing building and low carbon products to reduce the carbon impact of the development.
  • Specialist input. We engaged a transport consultant and landscape architect early on to shape the car-free strategy and integrate landscaping – including new hedges, climbing plants and wild flowers to blur the boundaries of the site with the parkland beyond, while offering additional privacy for residents.

Phase 2: Planning Application Submission

With the pre-app groundwork complete, we assembled a comprehensive project team to support the planning application with robust evidence:

  • Ecologist – Who assessed the existing building demolition and wider site clearance to confirm that no protected species would be harmed.
  • Arboriculturist – Who help to determine which trees should be protected and which could legitimately be removed to make way for the new development.
  • Daylight & Sunlight Consultant – To demonstrate that the scheme met required standards for light impact.
  • Heritage & Archaeology Consultant – As the site is an archaeological priority area it was important that we had an expert review the existing building and site to determine the likelihood of anything of archaeological significance being discovered here.

By preparing the right assessments upfront, we ensured the planning application was as robust as possible. And this, alongside our negotiations with the council team, ensured that consent was more rapidly granted with only a few conditions, allowing our client could start work on the development more quickly.
