Appointed following the refusal of a prior approval to change the use to residential, we took the time to understand the clients’ aspirations for the site.  From this we were able to set out a detailed planning strategy for securing permission.

The previous use was listed as office, a heavily protected use in the Borough.  Based on a detailed analysis of planning history and other evidence we were able to demonstrate the lawful use was light industrial and storage.

Then utilising expert evidence, we demonstrated the commercial use was not viable while the harm in loss of industrial was outweighed by the proposed supported living scheme that would benefit Richmond Residents. The officer commented as follows:

“in light of the evidence presented, and in recognition of the benefits provided by the affordably rented supported living units proposed, it is considered that on balance the benefits in this instance outweigh the harm, satisfying Local Plan Policies.”

• Section 106 to secure supported living as a form of affordable housing
• A positive working relationship with various parties in the council including planning, adult social care, housing, legal and councillors
