Background:

The client was seeking permission for a hotel as well as reconfigured residential accommodation on the site. Paul Henry Architects recommended Planning Insight to provide planning advice and prepare the Planning, Design and Access Statement.

 

Objective:

To obtain permission for a Travelodge hotel to be constructed while retaining 15 residential units on site.

 

Strategy:

An application was submitted to the council for the proposed development. Officers recommended the application for approval but this was overturned by members at committee. Given the two reasons for refusal, we advised the client to appeal against this decision and seek an award of costs. We provided a comprehensive appeal statement, and, following advancements with the draft Local Plan, submitted additional evidence highlighting the policies of relevance to the site within this document.

While the appeal was running its course, we advised to submit a new application for additional residential accommodation, while again retaining 15 existing residential units.

 

Outcome:

Planning permission for the extension and reconfiguration was granted by the London Borough of Redbridge on 11th May 2018.
The appeal for the larger extension and partial conversion to a 35 bed hotel was allowed by the Inspector on 5th June 2018. The Inspector also found that “the Council’s case was general in nature and was unsupported by any objective analysis of the appeal property and its surroundings.” and made a partial award of costs in favour of our client.

Following extensive discussions with officers and despite significant local objection our application was approved without the need to go to planning committee. Following the approval, the team were able to secure further increases to the internal floor space, with the most recent approval for a large three double bedroom dwelling. The team’s local experience and tenacious negotiating skills were crucial in securing our permission and I cannot thank them enough.
